Europe's Beating Cancer Plan (EBCP) is set to reduce cancer rates in the EU with EUR4bn funding in 10 flagship programmes. The EBCP was launched in February 2021 and aims to support four key action areas: preventing, detecting, diagnosing and treating cancers, and improving quality of life for those with/who have had cancer in the EU. The plan will be funded by EUR4bn by the EU4Health programme, Horizon Europe and the Digital Europe programme. It entails 10 flagship programmes, as shown below, to support EU member states to manage the disease, and it is closely linked to the Europe Health Data Space. We expect the plan will drive cancer diagnostic and treatment rates with the use of research and technology to support policymaking around preventing and treating cancer in the EU.

In particular, the plan will drive diagnostic imaging market growth through the European Cancer Imaging Initiative and the Cancer Screening Scheme. On January 23 2023 the EC launched the European Cancer Imaging Initiative which is expected to be designed by December 2023 and operational by 2025. The initiative will develop an anonymised ‘atlas’ for cancer-related imaging, with the aim of storing at least 60mn annotated cancer images to support clinicians and researchers across the EU to accurately diagnose cancer. It will also drive new cancer imaging products, as the atlas will be available to the EU Testing and Experimentation Facility for Health AI and Robotics project and to the 51 companies that are project partners, supporting them to develop new AI and robotic devices for cancer imaging. Growth in the diagnostic imaging market will also be supported by the EU Cancer Screening Scheme, launched in September 2022, which will support member states to ensure that 90% of the EU population who qualify for breast, cervical and colorectal cancer screenings are offered such screening by 2025.

We expect the plan will be vital in tackling cancer in Europe, given that rates are set to rise rapidly over the medium term. According to the European Cancer Information System, in 2020, 2.7mn people in the EU were diagnosed with cancer and 1.3mn lost their lives. The WHO predicts EU cancer deaths will rise by 24% by 2035. The ageing population, sedentary lifestyles and diets are key drivers of increasing incidence of cancer in the EU. We expect the increasing rates will drive demand for diagnostic imaging for cancer over the medium term. We also expect the demand for cancer imaging to be driven by Covid-19 backlogs over the short term, as many who would have been screened for cancer during this time were unable to, which may lead to an increase in those noticing cancer symptoms and requiring diagnostic imaging as a result.
